The U.S.
Department of Homeland Security announced today
that they will change the formula for issuing grants under the "Urban
Areas Security Initiative" from terrorism risk based to all hazards
based. Under this program, the DHS previously gave funding
for
cities across the U.S. to beef up their security against risks of
terrorism. In light of New Orlean's apparent lack of
preparedness
for Hurricane Katrina, the formula for this upcoming fiscal year was
adjusted to deal with risks of natural disasters as well. The
eligible cities, including New York City, are listed here (.pdf document, Adobe
Reader required). However, in light of an estimated
$32 billion
to protect New Orleans from a Category 5 hurricane like Katrina, the
allotted $765 million that DHS has to give for 2006 seems like a very
paltry sum.
