Does Mike Bloomberg enjoy defying conventional political wisdom?
This week, the New York City Mayor unveiled his preliminary Fiscal Year 2007 budget
(.pdf document, Adobe Reader required) for the City. Instead of
proposing tax cuts and other ways to spend a surplus, Bloomberg proposed to squirrel away the
money for retiree health benefits for city employees($2
billion in a trust fund), prepayment of debt ($500 million), and
shifting $1 billion in capital to next year.
